The Rhythmic Revving Is the Engine Asking for Fuel It Is Not Getting
You pull the cord, the engine catches, and instead of settling into a steady note it starts to hunt: revs climb, then fall away as if it is about to cut out, then climb again, over and over. Mechanics call it hunting or surging. It sounds like a mower on its last legs. It rarely is, and the fix is usually a part that costs a few pounds and an hour of your afternoon rather than a trip to the repair shop.
To understand the noise, you need to know what the governor does. Every petrol mower has one, and its job is to hold the engine at a steady speed whatever the grass throws at it. When fuel delivery falls short, the mixture reaching the cylinder goes lean, meaning too much air for the amount of petrol. The engine slows, the governor senses it and opens the throttle to bring the revs back up, which pulls through a slug of fuel and sends the engine over speed, so the governor closes the throttle again. That swing back and forward, several times a second, is the surge you hear. The engine is not broken. It is starving, and the governor is chasing a target it cannot hold as long as the fuel supply keeps falling short.
That single idea, a lean and unsteady fuel supply, points to every likely cause and every fix below. Work through them in order and most mowers are running smoothly again before you reach the end.
The One Minute Test That Tells You It Is Running Lean
Before you unbolt anything, prove the diagnosis. With the engine running and surging, partly cover the air intake, or ease the choke halfway on if the mower has one. You are cutting the air and richening the mixture by hand. If the surging smooths out and the engine steadies while you do it, you have your answer: the engine was running lean, and the trouble is somewhere in the fuel supply or in air sneaking in where it should not. Keep your hands clear of the blade and the hot muffler while you do this. That thirty second check saves you stripping parts that were never the problem.
First, safety. Let the engine cool, pull the spark plug lead off the plug and tuck it aside so the mower cannot fire while your hands are near the blade, and keep petrol and any draining fuel well away from heat or a naked flame. A small fire extinguisher within reach is sensible whenever you open a fuel system.
Start With the Fuel: Stale Petrol and a Gummed Carburettor
The most common cause by far is old petrol and the mess it leaves behind. Modern pump fuel contains ethanol, which draws in water and oxidises as it sits, and over a few months it turns to a sticky varnish and gum that settles in the narrowest passages of the carburettor. The main jet that meters fuel into the airstream is barely wider than a pin, so it takes very little gum to choke the flow to a trickle, which is exactly the lean, unsteady supply that sets the governor hunting.
Drain the stale petrol from the tank, then unbolt the carburettor bowl underneath and drain what is sitting in it. Shoot a little carburettor cleaner up into the jet and through the bowl, refit it, and fill the tank with fresh fuel. A can of carburettor cleaner is about £5 to £8, or $6 to $10. If the surge eases but does not fully clear, the jet is still partly blocked, so take the bowl off again and pass a single strand of wire through the tiny jet hole to clear it, then flush once more with cleaner. Where the carburettor is corroded rather than just dirty, cleaning will not hold and it wants replacing: a rebuild kit with fresh gaskets and a needle runs about £8 to £15, or $10 to $20, and a complete replacement carburettor for a common walk-behind engine is roughly £15 to £35, or $20 to $45.
Then the Air Path: Filter, Fuel Cap and Gasket
A dirty air filter throws the air to fuel ratio off just as surely as a blocked jet, so check it next. Lift the filter cover and pull the element. A paper filter that is grey and clogged is cheapest to swap for a new one at around £5 to £12, or $6 to $15. A clogged paper element cannot be washed clean the way foam can, as forcing water or an air line through it tears the fine pleats and ruins the seal, so replace it rather than trying to save it. A foam filter can be washed in warm water with a drop of washing up liquid, dried fully, and refitted, though a foam element that has started to crumble after a year or two should be replaced rather than reused.
Look at the fuel cap too, as it is a free fix people miss. The cap has a tiny vent hole that lets air into the tank as fuel is drawn out. Grass and dust can block it, and the vacuum that builds then starves the engine and makes it surge or stall. Run the mower with the cap loosened a half turn: if it steadies, the vent is blocked, so clear the hole with a pin and it is sorted at no cost.
The last of the common causes is a stray air leak. The gasket that seals the carburettor to the engine dries out and cracks with age and heat, and once it does it lets unmetered air in and leans the mixture, which is why an older mower can surge even with clean fuel and a fresh filter. A carburettor rebuild kit includes that gasket. If the surge persists after fresh fuel, a clean carburettor and a new air filter, a sticky or stretched governor linkage or spring is the deeper cause, and that is the point where a home fix starts to reach its limit.
When to Stop and When to Prevent It Next Time
Know when to hand it over. If the engine still hunts after you have run fresh fuel through a clean carburettor, fitted a clean air filter and cleared the fuel cap vent, the fault is likely inside the carburettor or in the governor, and a small engine shop can put it right. Set the cost against the mower first: shop labour tends to run £60 to £80, or $80 to $100, and a petrol mower typically lasts eight to ten years, so paying that on a cheap machine already past a decade of use rarely makes sense. On a mower only a few years old, the repair is worth it.
Preventing the next bout is almost entirely about fuel. Buy petrol in amounts you will use within a month or two, and add a fuel stabiliser to the can if the mower sits between cuts, at roughly one ounce to five gallons, about 30ml to 19 litres. A bottle of stabiliser is around £8 to £13, or $10 to $15. At the end of the season, either drain the tank and carburettor or fill up and dose with stabiliser rather than leaving raw ethanol petrol to varnish the jets over winter. Do that, and the governor has a steady supply to work with, and the mower holds one clean, even note from the first pull.
